In wich state does a father have to file for visitation rights?

i moved from illinois to indiana to get out of a bad relationship me and my daughters mother was in. my daughter still lives in illinois. i havn't spoken to her in more than 2 months because her mother changed her number. i tried waiting on her mother to stop acting childish, but it hasnt worked. and i now want to file for visitaion for her, but i dont know where to start! so my first question is, do i have to go back to illinois to file, or can i do it in my new county?
