Military care package to Kuwait?

One of my good friends from high school is in the Army over in Kuwait and I'd like to send her a care package. I've been reading suggestions and think I've got it pretty well thought out: non-perishable foot items like pop tarts or individual bags of chips, hard candy--nothing that melts, some chapsticks and lotion. I'm not sure how the living situation is over there so I want to get her things that she can use up and not take up alot of space. I'm not sure if I'm going to send her a magazine, but noticed there was a ban on exposing pictures. Not like I'd be sending any like that, but would a magazine such as "People" magazine be banned since there's sometimes women in low cut tops or swimsuits? I also was wondering about the appraisal value on the custom order. I heard you're to under apraise the item to discourage theives. I did some searching of the post office and found this information from the url below. So would it only be $10.95 to ship this item to a base in Kuwait?
