What would cause a 15 month old little boy's lips to turn blue?

When my mom brought him home to me earlier, his lips were blue. She said he had eaten and napped well at their house and he was playing happily here at home, so i couldn't see anything wrong with him. He was congested and i gave him some medicine for that and his lips did return to pink. Lack of oxygen from congestion?
